A flow-factor appeal is a request to a water or utilities company for a reduction in usage fees as a result of a certain percentage of water being used returning into the water system via the sewer system. In certain areas, such as San Francisco, this can result in a major reduction in water bills but needs to be requested every time a property changes hands (i.e. the discount resets when there's a new owner).
